Public Procurements and Internal Control within the Federal State Departments

For their purchases, the Federal State departments must comply with strict regulations to meet their needs while guaranteeing at the same time equal access to public procurements for the economic operators and optimal use of public funds. The Belgian Court of Audit analysed in 2016 a selection of public procurements to verify the proper conduct of purchases awarded by six Federal State departments. The Court checked the compliance with the public procurement and budgetary rules and examined whether the Departments of the Prime Minister and of Social Integration had followed its previous recommendations on internal control on procurement operations. The Court then stated a number of new recommendations on cross-cutting issues so as to improve compliance with legal and regulatory provisions about public procurements within the Federal State departments.
